The USC acts like a senate. It is made up of all the game leaders in DA, thus ensuring each game gets equal say. The chairman of the USC acts as a mediator during USC meetings and does not have a vote them selves unless a tie breaker is needed. Any issue within DA is disscussed at these USC meetings, and when needed, issues are voted on and then approved or rejected by the clan leaders.
